Access to public markets is a lever for the development of Tunisian companies, especially SMEs. In the Tunisian context, although provisions specific to SMEs are already present in the public procurement code, much remains to be done to improve the quality of the information that is issued to them, in order to facilitate their access to public procurement in respect for the fundamental principles governing public procurement.
Indeed, SMEs do not always know the rules, procedures and access techniques and do not necessarily have sufficient teams and competent to respond to calls for tenders, according to the formalism required by the regulations in force.
It is in this context that CIFODE'COM has carried out the World Bank project "Toolkit: Doing Business With Government": a guide to good practices whose objective is to ensure a good popularization, knowledge and understanding of public order response procedures and to facilitate SMEs' access to public procurement.
